autoconf Issues

sysconfdir

configure does not honor sysconfdir. See bug_small.png Bug #382, and discuss there or here.

We'll need to default sysconfdir to /etc .

Eventually, it might make sense to have an option which supports "legacy" or "original" locations, and "refactored" locations.
